He created his passenger by draping a rain jacket over plastic piping, topping it off with a Halloween mask of Gandalf, the "Lord of the Rings" wizard, a beard and a baseball cap.

The man was pulled over on I-405 Wednesday afternoon when the trooper noticed his "passenger" was amazingly still and not wearing a seat belt. Sure enough, when the trooper approached the window, he saw it was instead a realistic homemade dummy.
The man was fined $124 for violation of the HOV law and the dummy was confiscated. Those troopers just don't make any allowance for humor and creativity.
